Legislative Update

Another celebration for childcare centers!!

This afternoon, an amendment to HB 4491 was filed in the Senate and passed committee with full support.

Read the full language of the bill as amended below:

HB 4491 –

Through June 30, 2029, either a qualified child care director, as described in 89 Ill. Adm. Code 407.130, or a qualified early childhood teacher, as described in 89 Ill. Adm. Code 407.140, with a minimum of 2,880 hours of experience as an early childhood teacher at the early childhood teacher’s current facility must be present for the first and last hour of the workday and at the open or close of the facility. The Department shall adopt rules to implement this subsection. Such rules must be filed with the Joint Committee on Administrative Rules no later than January 1, 2025.

Section 99. Effective date. This Act takes effect upon becoming law.”.

So what’s next??

Now that the bill has been amended, it will need to have a full Senate vote. Once it is through the Senate, the bill will head back to the House for a concurrence vote before going to the Governor’s desk to be signed into law.

We are under a bit of a time crunch due to the General Assembly adjourning on May 24, 2024, but we are hopeful we see this bill move quickly.

As always, we will keep you up to date as progress happens. Stay tuned …
